The MRC Academy Curriculum

Phase 1 content is in active production. The Phase 1 Bundle is planned for Q4 2026 and will be our first public release.  We are also developing a series of Advanced Application workshops for a later phase. Application Series

Six modules covering the EVMS practitioner’s working environment — planning, budgeting, analysis, change, and procurement. Across the Application Series, each module is offered in two levels: 
L1 (Value-Added Practice) supports Tier 1 Foundational Practice, and L2 (EVMS Compliance & Rigor) supports Tier 2 Compliance Application.

These pathways scale with experience. Newer staff build from the foundational L1 tier, practitioners deepen application skill at L2, and seasoned CAMs, PMs, and analysts enter through the role-curated paths — with advanced scenario-based workshops (forthcoming) extending the program for the most complex EVMS challenges.

Organizing & Scheduling

For: CAMs, Project Managers, Schedulers, Project Controls Analysts
WBS/OBS development, integrated master schedule logic, critical path analysis, and disciplined baseline integration. Builds the structural and logical foundation that every other EVMS process depends on — from initial work definition through resource-loaded IMS and horizontal/vertical traceability.

Cost Estimating, Budgeting & Accounting

For: CAMs, Project Managers, Cost Engineers
Basis of Estimate development, Earned Value Technique selection, time-phased budgets, and Work Authorization Documents. Covers the full financial lifecycle of a control account — from credible cost estimate through formal DOE budget structure (PMB, MR, UB, CBB) and disciplined cost collection with accruals.

Analysis, Reporting & VAR Writing

For: CAMs, Project Managers, Project Controls Analysts
Cost and schedule variance analysis (CV, SV, CPI, SPI, TCPI), root cause analysis, compliant Variance Analysis Report writing, and forecasting fundamentals through bottom-up Estimate at Completion development. Converts raw performance data into the actionable intelligence and audit-ready documentation that drives credible reporting.

Change Management

For: CAMs, Project Managers, EVMS Coordinators
Baseline Change Request development, Change Control Board process, baseline maintenance discipline, and the disciplined distinction between internal replans and customer-directed scope changes. Teaches the traceable, authorized handling of any deviation from the approved baseline.

Subcontract & Material Management

For: CAMs, Subcontract Managers, Project Managers
Procurement strategy, Statement of Work and RFP development, EVMS flow-down, and material accounting and traceability. Applies project control principles across the full lifecycle of externally procured goods and services — including formal data integration of subcontractor performance into the prime EVMS.

Annual Refresher

For: Experienced CAMs, Project Managers, EVMS Coordinators, Project Controls Analysts
Keeps experienced practitioners current as guidance and standards evolve. Includes refreshed treatment of high-impact topics from across the curriculum and a preview of EIA-748 Revision E changes as the standard transition unfolds.

Governance Series

Single-level · Conceptual

Four conceptual modules that explain what practitioners are operating inside, why it exists, and how it is governed. Governance modules are single-level — they build system literacy, governance judgment, and strategic fluency rather than monthly execution skills. They are designed to complement the Application Series, not duplicate it.

EVMS Fundamentals & EIA-748

For: Project Managers, CAMs, Project Controls Analysts, Leadership
The 32 guidelines, the five process groups, and the system architecture that makes performance data credible. Establishes the regulatory framework and core vocabulary — the “what” and “why” that every other module references — from the origin of EVMS through the modern System Description Document and surveillance framework.

Navigating Delegated Authority

For: Project Managers, CAMs, DOE laboratory staff working under delegated authority
DOE Order 413.3B’s delegated authority framework and the philosophy of responsible tailoring for lower-risk projects. Teaches how to establish a defensible, scaled EVMS that maintains performance visibility without dismantling essential controls — including scalable implementation patterns and the “Red Face Test” for tailoring rationale.

The High-Maturity Environment

For: Project Managers, EVMS Coordinators, Leadership
Beyond compliance: Culture, People, Practices, and Resources. Aligned with the IP2M METRR and CAG 2.0 frameworks, this module focuses on what separates compliant systems from genuinely effective ones — including leadership engagement, psychological safety, data integrity culture, and the organizational behaviors that sustain high maturity over time.

Global & Commercial Standards

For: Project Managers, EVMS practitioners working across sectors
ISO 21508, the PMI Practice Guide for Earned Value Management, and how EVM principles apply in commercial, international, and agile/hybrid environments. Teaches practitioners to “speak multiple EVM dialects” — moving fluently between mandated federal contexts and voluntary commercial adoption.

Advanced Application Workshops

A series of scenario-driven workshops for experienced practitioners facing the most complex EVMS challenges. Workshop curriculum is currently being mapped against pilot partner needs and will be announced as topics are finalized.

PATHWAYS

How the modules come together.

Modules can be taken individually, but laboratories building EVMS capability across their workforce often benefit from a structured pathway. MRC Academy is being structured around three pathways at launch — each curated for the roles and outcomes your team is investing in.

Both role pathways are being finalized against pilot partner needs, with scope set through 2026.

Phase 1 Bundle — Foundational + Compliance

For laboratory teams making EVMS capability part of their workforce development strategy.
The complete Tier 1 and Tier 2 learning pathway. Combines all six Application modules at both L1 and L2 levels, structured as a single integrated learning journey. Learners who complete the Bundle and meet assessment requirements earn an MRC-issued EVMS Practitioner Certificate — awarded directly by Manta Ray Consulting.
Available Q4 2026.

CAM/PM Pathway

For Control Account Managers and Project Managers.
A role-curated path emphasizing the responsibilities CAMs and PMs carry — baseline ownership, variance analysis, change management, subcontract integration, and CAM interview readiness. Draws from across the Application and Governance Series with role-specific emphasis. 

Pathway scope finalized through 2026.

Project Controls Analyst / Scheduler Pathway

For Project Controls Analysts and Schedulers.
A role-curated path emphasizing the planning, scheduling, analysis, and reporting skills that support CAMs and PMs from the project controls function. Includes schedule integrity, IMS development, performance measurement fundamentals, and governance context. 
Pathway scope finalized through 2026.

Modules can also be taken individually for targeted capability building, and full catalog access can be configured for laboratories
deploying broadly across multiple cohorts.
